Competition Sanctioning and Licencing »

Cross Country BC Clubs,

Nordiq Canada is introducing some changes relating to competition sanctioning and licencing.  These changes are far-reaching and will impact most of the events on our competition calendar.  The reasons behind this include a 500% increase in our sports liability insurance premium and increasing accountability with respect to event hosting and our risk management practices.

Below is a summary of what has changed:

SANCTIONING

Tier 1 Event.  A Tier 1 competition/event is sanctioned by Nordiq Canada (the same as before).  Examples of Tier 1 events are the National Championships, Western Canadian Championships, Canada Cup Series, etc. Race organizers will follow the same process as before to sanction their event.

Tier 2 Event.   A Tier 2 competition/event is sanctioned by Nordiq Canada and the Division (the same as before).  Examples of Tier 2 events are the Teck BC Cup races and Teck BC Championships.  Race organizers will follow the same process as before to sanction their event.

Tier 3 Event.  NEW!!  A competition/event that is neither Tier 1 nor Tier 2, is open to racers or participants who are not members of the host club, and for which more than $5 per participant is collected.  A Tier 3 event is sanctioned by the Division. Examples of Tier 3 events are the Teck Track Attack Championships, BC Winter Games, Teck Regional Cup races, BC Winter Games Trials and loppets.  All events listed on the CCBC Competition Calendar will be either Tier 1, Tier 2 or Tier 3. The process for race organizers to sanction these events is still to be determined. There will not be a sanctioning fee for Tier 3 events.

Club Events.  A competition/event that is hosted by one club solely for its members. A club event is registered at the Division level.  NEW!!  To be covered by third-party general liability insurance, there must be a public record (e.g., club minutes, website, social media) that the event or competition is to occur before the event or competition is held.  Club events must also comply with the Insurance Manual.

TECHNICAL DELEGATES/TECHNICAL ADVISORS/JURY COMPOSITION

Tier 1 Event.  Technical Delegate (a Level 5 Official), Assistant Technical Delegate (Level 3 Official)) and Nordiq Canada Race Director (Level 3 Official) appointed by Nordiq Canada, as well as the Chief of Competition (Level 3 Official).

Tier 2 Event.  Technical Delegate (Level 3 Official) and NEW!! a second Jury Member (Level 2 Official) appointed by the Division. as well as the Chief of Competition (Level 2 Official).

Tier 3 EventNEW!!  Technical Advisor appointed by the division.  The level of training required will depend on the complexity of the competition.  The Chief of Competition for the Teck BC Track Attack Championships, BC Winter Games, Reino Keski Salmi Loppet, Payakensut and Sovereign 2 Silverstar Ski Marathon requires at least Level 2 officials training  (the same as before).  The Chief of Competition for all other Tier 3 events requires at least Level 1 officials training (the same as before).

LICENCING

FIS Licence – the same as before.

Nordiq Canada Race Licence – the same as before.

Nordiq Canada Development Licence – the same as before.

Nordiq Canada Associate Licence (foreigners without a FIS license) – the same as before.

Tier 2 Event Licence – a new name for the former SMDL (day licence).

Tier 3 Event LicenceNEW!!  This license will only be valid for the competition day for which it is issued. It is required of all participants in a Tier 3 event, regardless of whether they hold a Nordiq Canada Race License, Development License, or Associate Race License.  Administration: the licence fee will be automatically added to all race registrations on Zone 4 and the revenues sent directly to Nordiq Canada (the same as with the SMDL).
